I have confirmed that the bit truely is a 90 degree bit. I also ran the Z axis down to the waste board and moved the router around the whole board to confirm that the waste board is truely flat and it is.

Good morning folks, I'm a little stuck and hoping I can pick some brains. I'm looking to engrave an SVG image using a 60 degree Vbit cutter on my X-carve but using fusion 360 to generate my G-code, the problem I'm having is that the engrave function in fusion 360 isn't clearing out all of the area that I want it to.
The V-carved Toolpath is unique because there is no way to set the Cut Depth. The toolpath requires a closed vector shape and will move the v-bit as deep as required to machine to the two vectors on either side of the bit.
